Governing and Handling

26w395v190_0925 Bs2FoB

The five pieces before this one split avatar, handler and governor inside a single living cognizer. <Cognitive Axioms 05_1> wrote that this multilayer control structure works the same way in the Rift and in reality. Whether the structure really holds when the domain changes can only be checked by moving it into another domain. This piece picks the domain of operations: the work of preventing a crisis in advance, and the work of cleaning up one that has broken out. The starting point is a short poem.

Rather than the governing
that headed off the crisis,
the handling stands out as story
amid a chain of emergencies.

Rather than recovery handling,
which at best restores the original state,
governing, the precondition of stable progress,
is the main body.

Fussing over something happening
drags at progress by the ankle;
on the continuation of nothing happening
another dimension opens.

1. Two kinds of work

The poem compares two kinds of work. Operations that prevent a crisis in advance are governing; responses that clean up a crisis once it has broken out are handling. The first stanza says the world turns handling into stories, the second says the best handling can do is restore the original state, and the third says another dimension opens only when nothing happening carries on. Of the two, it is the last line of the second stanza that rules governing to be the main body.

2. The parts the poem picks out

The poem's two words don't refer to everything the handler and the governor do. If handling is the whole of what the handler does, the handling in the poem is only the part that responds to emergencies; if governing is the whole of what the governor does, the governing in the poem is only its preventive side, which takes in every preventive measure. So the poem compares a part with a part, not a whole with a whole, and wherever this piece says governing and handling from here on, it means these parts the poem picks out.

3. Fights and macro

The League of Legends analogy in <Cognitive Axioms 05_1> already separates the two layers. The handler is the computation that controls the precision of local fights. The governor pulls together the state of spells and cooldowns, the minion waves and the objective timers, and controls that precision control itself so as to carry the whole game to a win. <Cognitive Axioms 05_5> wrote that the governor's effect shows up on a macro-decision axis, separate from the axis of fight precision.

The poem's governing corresponds to the part of macro play that keeps an unfavorable fight from opening at all, and the poem's handling to the part of fighting that cleans up an unfavorable teamfight already underway. In a game with good macro, the unfavorable teamfight never opens in the first place. A scene where an unfavorable teamfight gets turned around lives on as a highlight; the wave management and vision control that kept the teamfight from opening leave nothing behind. The first stanza records this imbalance.

The channel was cleared before the rain, so nothing happens in the village.
The channel was cleared before the rain, so nothing happens in the village.

4. The handler makes the story

<Cognitive Axioms 05_1> defined the handler as the layer that recognizes objects and gives that recognition a story and an identity. Since the handler is the organ that makes stories, events that happen at the handler layer become stories, and among them emergency response turns into story most easily, because the event shows up all at once. The governor, by contrast, controls the handler's computation from one level up and leaves no event at the handler layer.

Accept that definition and the first stanza's story-stands-out is not a bias of taste but a result of the structure. Governing that heads off a crisis leaves no material for the story-making organ to record. There is no need to look for the reason the one who prevented it goes unpraised in personal modesty or the world's indifference. What was prevented never reaches the layer of story.

5. At best, the original state

Handling that responds to an emergency is the computation that returns a coordinate that has strayed back to its origin within the same coordinate system. Even a perfect recovery ends at the pre-accident coordinate. It only gets back what was lost and doesn't advance a single notch along the axis. The second stanza's "at best restores the original state" records that limit.

Stable progress is the state in which the coordinate doesn't stray and moves forward along the axis. Its precondition comes from the side that keeps straying from happening, which is to say governing. Handling is the backup you pull out when governing has been breached, and the main body that pushes progress forward is governing.

6. Fussing and nothing happening

<Cognitive Axioms 05_2> wrote that the handler habitually builds temporal stories: regret about the past and anxiety about the future. The third stanza's "fussing over something happening" is that temporal story at work in the domain of operations. Every event gets its story inflated, and while you hold on to that story, progress stops. What grabs the ankle is less the event than the story attached to it.

"The continuation of nothing happening" is the state in which attention is not dragged into temporal stories and stays in the here-now. The phrase writes, in the language of operations, the governor's computing environment that the trigger sentence switches on. For the governor, nothing happening is not a dull blank but an observation that the computation is running properly.

7. The computation that prevents in advance

To stop a crisis before it becomes an event, you first have to catch the misalignment before it becomes an event. <Cognitive Axioms 05_2> defined myeongchal as the act of running stored information in real time and picking up the sense that something is off. The poem's "governing that headed off the crisis," that is, the preventive side of governing, is the output myeongchal puts out on the axes of handling the matter at hand. The first axis <Cognitive Axioms 05_5> named for measuring the information in the governor concept was also responsiveness to the sense that something is off.

The word "in advance" presupposes temporal order. In the governor's computing environment no time axis is set up. The two don't collide. <Cognitive Axioms 05_1> defined the future as a prediction made in the here-now. Prevention is a computation that handles, in the here-now, a sense of something off detected in the here-now. The poem records what the governor produces, and the five pieces before record how the governor works.

8. Does nothing happening pass the maxim?

Apply the criterion of <Cognitive Axioms 05_5> to governing. What governing achieves is that nothing happened, so looking at a single game there is no event to observe. Having no event to observe does not mean the information is zero. Whether governing is present separates coordinates on the axis of how often emergencies occur and on the axis of how far progress gets. Put many games under the same conditions side by side and the difference is caught. Governing moves the scale not within a single event but on the distribution of events.

Handling moves the scale within a single event, so it is easy to observe and therefore becomes story. Governing moves the scale on a distribution, so observing it takes comparison and therefore it doesn't become story. Both carry information. What separates them is not whether they carry information but which axis the scale moves on.

9. Another dimension

The handler computes within a given coordinate system. The governor sees that coordinate system as a setting and runs it from one level up. The third stanza's "another dimension" reads as one more axis going up. Just as a macro-decision axis goes up on top of the axis of fight precision, the axis of the next purpose goes up on top of a stretch where nothing happening has carried on.

The established foothold of <Cognitive Axioms 01_0> has the same structure. A stable forward base becomes the starting point of the next cycle. A climb that repeats falls and recoveries only goes back and forth at the same height. Only when a stretch without falls carries on do the anchors go in higher and the altitude climb. Governing is driving the anchor in properly; handling is riding the rope back after a fall. The skill of getting back is necessary. That skill does not raise the altitude.

While the stretch without falls carries on, the anchors go in higher.
While the stretch without falls carries on, the anchors go in higher.

Where nothing happening has carried on, the next axis goes up.
